After discovering Cap's secret in Captain America: Steve Rogers #11, Black Ant and Taskmaster take their video of Steve’s secret “Hail Hydra” moment to recently-ousted S.H.I.E.L.D. director Maria Hill, offering her the evidence she needs to remove Steve, her replacement, from power.

Hill agrees to their demands of S.H.I.E.L.D. weapons contracts, to be drafted once she’s back in charge, and sets up a meeting to retrieve the evidence.

But before Black Ant and Taskmaster can meet with Hill, Hydra shows up – and with them, a new Madame Hydra. As Maria Hill watches from outside, Madame Hydra unmasks, revealing herself as Elisa Sinclair, the woman who recruited Steve Rogers into Hydra decades previously. She was also featured on Marvel's Free Comic Book Day Secret Empire title, but at the time her identity was unknown.

Steve’s secret is sure to be outed sooner rather than later, with Secret Empire kicking off in April, but it seems that perhaps the secret architect of Steve’s Hydra rise may prevent his secret from being revealed a bit longer.

Captain America: Steve Rogers #13 is due out on shelves March 8.
