The CW's Arrow is full of DC characters, but it turns out they had plans for more -- a big one in Harley Quinn.
Fans remember the cameo of a woman with blonde hair in pigtails earlier in Arrow sporting an A.R.G.U.S. jumpsuit, and now Willa Holland, who plays Thea Queen, says that Arrow's showrunners originally had "big plans for Harley" before Warner Bros. stepped in.
“We had big plans for Harley. But, I guess something came down from DC execs that told us to shut it down," said Holland at MCM London as quoted by Flickering Myth. "I mean we had that tease with the pigtails and the A.R.G.U.S. outfit but, we’ll never see it. We would love to Harley in Arrow but it will never happen.”
Holland later went more in-depth in a video interview with Flicks in the City, saying the development of the Suicide Squad movie changed plans significantly.
"Pertaining to all the movies that are being made and stuff like that in the comic book world, it’s also taken a side away from the TV shows," said Holland. "Because we had the Suicide Squad and these things inside of it, ARGUS. We were going really heavily into that for a minute. And then, something must have come down from DC or some higher-up above that said 'No, you must cease and desist because we’re going to make it into a movie and we can’t have anyone spoil that idea.'"
There's no word yet about other characters doing double-duty in the DC movies and television universes such as Katana (appearing in both Arrow and the forthcoming Suicide Squad movie, with different actresses), or that of the Flash given his hit television series and unconnected comic book movie in 2018.
