DC's Latest 'What's New' - OCEAN MASTER... Huh?

So far DC's regular website feature 'What's New in the New 52' has been used to showcase new villains or older characters (again, mostly villains) reintroduced to the New 52 for the first time. So what's Ocean Master, neither brand new nor even new to the New 52 doing in the latest edition?

"Imprisoned in Belle Reve as a result of the events of 'Throne of Atlantis,' Ocean Master is desperate to return to the underwater world he calls home," explains DC Editor-in-Chief Bob Harras. "So naturally, when there’s a breakout, he knows exactly where he’ll be headed first. Unfortunately for him, the journey back to Atlantis is not as easy as it might seem.

"Crossing his path are a series of villains – some of whom desire to challenge him to get their hands on his nice, shiny trident. And although Orm is not interested at all in the surface world, what happens when he learns that he could use his skills for a greater good outside of the water?"

The entry includes a new image by artist Geraldo Borges from September's Aquaman #23.2: Ocean Master Villains Month special. Is it the beginning of the redemption of Ocean Master? Could Villains Month/Forever Evil see a number of DC bad guys switch sides permanently? Is that 'what's new'?
