Terror Titans #3, page 22
The rollout of the Milestone characters in the DC Universe begins this week in Terror Titans #3, and DC has provided Newsarama with a first look at the issue’s last page – the DCU debut of Static.
The solicitation for the issue reads:

Static was one of the most popular characters in the original Milestone lineup, and went on to his own animated series Static Shock
on Kids WB after the Milestone comic line ceased publication. At Warner
Bros. animation, and under the guidance of his co-creator, Dwayne
McDuffie, Static was able to interact with the animated DC Universe,
meeting the Terry McGinniss Batman (Batman Beyond) as well as members of the Justice League.
Static’s appearance in Terror Titans will be followed up in issue #4 before the character moves to the Teen Titans
series, where he will join to the team. The bulk of the remaining
Milestone characters will make their DCU debut in this month’s Justice League of America #27, written by McDuffie.
